Flywheel are used to reducers the fluctuation in a speed with respect to the mean speed that are arising due to fluctuation in energy.

Working of flywheel that does not depends on the change in load to the engine.
Flywheel cannot used to changing the mean speed of engine.

Flywheel runs with respect to the engine speed.
Flywheel stores excessive rotational energy to reduce the fluctuation in speed.
Weight of the flywheel is more so having a large moment of inertia.

Governor

To maintain the mean speed with respect to the particular value given, governor is used.
While changing the load on engine or variation in load of engine, the working of governor is dependent.

Governor runs when the engine is not a run at means speed.
With the help of regulating supply of fuel to the engine governor keep constant mean speed of the engine.
Due to low weight in governor it having less moment of inertia.
